Ministry of Education & Training announced regulations on full-time study enrolment for college, university levels in 2015

In the afternoon of 26 February, 2015, the Ministry of Education and Training announced regulations on enrolment of full-time study in colleges, universities with the contents as follows: General provisions; Organization, tasks and authority of educational institutions in the process of enrolment; enrolment based on results of national final high-school examination; enrolment at educational institutions organizing their own enrolment…

In accordance with regulations on full-time study in colleges, universities, the content of enrolment based on results of national final high-school examination, and enrolment at educational institutions organizing their own enrolment have drawn special attention.

 

ENROLMENT BASED ON RESULTS OR NATIONAL FINAL HIGH-SCHOOL EXAMINATION:

Principles on choosing clusters of exam subjects to enroll

1. Maintain clusters of exam subjects in response to the branches registered by educational institutions in the enrolment examinations of full-time college, university students in 2014 and previous years (called original branch from now on) to enroll.

2. In case there are changes in original branches, clusters of exam subjects they used to base on to enroll, the educational institutions must report Ministry of Education and Training, and make such the changes public on their websites and other mass media at least 3 years before applying the changes.

3. Educational institutions which use new clusters of exam subjects apart from original branches to enroll of students for a branch or a group of branches have to put aside at least 75% of set figures for the branch or the group of branches to enroll based on clusters of exam subjects in response to original exam branches.

4. New clusters of exam subjects added to enroll are implemented based on the principle as follows:

a) Use the results of at least 3 exam subjects, at least one of which is either Mathematics or Literature to enroll; exam subjects included in the clusters to enroll must meet the requirements of training specialty; do not use more than 4 clusters of exam subjects to enroll a branch.

b) For gifted educational institutions, gifted branches, they must use the exam results of at least one compulsory school subject and the exam results of talented subjects to enroll.

5. Dependent on requirements of training branches, educational institutions are able to decide whether major exam subjects are multiple to enroll.

Thresholds of ensuring the entrance quality

1. Based on the exam results of candidates to national final high-school examination to enroll in colleges and universities, Ministry of Education and Training sets thresholds of ensuring the entrance quality so that educational institutions make plans for enrolment.

2. Colleges, universities located in the provinces of Tay Bac, Tay Nguyen và Tay Nam Bo are entitle to enroll candidates with resident permit issued for more than 3 years, a continual period of 3 years at high school, and graduation from high schools located in such the provinces with the exam results (the total mark of 3 exam subjects in the cluster is used to enroll) 1.0 mark lower than the threshold of ensuring entrance quality (the mark scale of 10) and have to supplement the knowledge of the a term before taking an official examination. Programs on additional knowledge are regulated by Head of the educational institutions.

Organizing Enrolment

1. For the educational institutions

Organize enrolment of candidates who have registered to use the results of the national final high-school examination to enroll:

a) Base on threshold of ensuring entrance quality regulated by Ministry of Education and Training, educational institutions announce enrolment conditions of their branches and organize enrolment according to the schedule of Ministry of Education and Training.

Enrolment mark of the next session is not lower than the satisfactory mark of the previous one.

b) Organize to get from and give files applied for enrolment to candidates as their expectations.

c) Base on enrolment figures of educational institutions and the number of candidates who are rightly admitted (including the number of preparatory students of the educational institution and the preparatory students from other educational institutions), Enrolment Board consider, decide the satisfactory mark.

Educational institutions can make a plan for a satisfactory mark for all of their departments and faculties or just for a certain branch, a group of branches of theirs.

d) Update data of enrolment application for the educational institution on the national system of enrolment data administration; every 3 days announce the list of candidates who apply for enrolment with the exam results ranked from high to low.

At the end of every session of enrolment, announce and update satisfactory mark and list of admitted candidates on the system of enrolment data administration.

2. For candidates:

a) Send files as regulated in term 3 of this article and the fee of enrolment application to the educational institution by post under an express delivery, or directly apply files at the educational institution.

b) Apply for enrolment as first expectation:

 - Candidates use the master copy of certificate of exam result for enrolment application as first expectation. The candidates admitted as first expectation must not apply for enrolment in the next enrolment sessions.

- Within the set time of this enrolment session, candidates can change the branches they have apply for, or withdraw their files of enrolment application to submit another educational institution.

c) Apply for enrolment as an additional expectation:

- Candidates use 3 master copies of certificate of exam result to apply for enrolment as an additional expectation;

- At the end of every session of enrolment, the candidates not admitted can withdraw their files of enrolment application to apply for the next enrolment session.

d) Candidates are responsible for the trustworthiness of the information included in the files of enrolment application and files of examination application. Educational institutions are entitle not to admit or to compel if candidates cannot meet the requirements when being admitted if there is difference in the information between in the files of enrolment application as well as files of examination application and the original files.

3. File of enrolment application includes:

a) The paper on which the enrolment session is written permits candidates to apply for at most 4 branches (or a group of branches) of an educational institution every enrolment session. These expectations are in the preferred order from 1 to 4;

b) The master copy of the certificate of exam result match the enrolment session (first expectation or additional one);

c) A stamped envelope on which the receiver’s address is written so that the educational institution inform the enrolment result.

Convening successful candidates to school

1. The School Admission Council sent the summons of successful candidates, which specify the necessary procedures for candidates for admission.

2. The school organizes health checks for newly enrolled students under the guidance of the Ministry of Health and Ministry of Education and Training.

3. Candidates admitted to the school must submit a valid copy of the following documents:

a) school report;

b) temporary certificate of high school graduation for successful candidates in the year of graduation and diploma of high school graduation for those who graduated the year before. Those who have just handed in the temporary certificates have to show original high school diplomas at the beginning of the next school year for comparison.

c) birth certificate;

d) Evidence to be entitled to the priority specified in the guidelines of the Ministry of Education and Training;

e) Notice of matriculation.

4. Candidates with admission of 15 days or more later than the date of enrollment records in the summons matriculation:

a) If there is no plausible reason, they are considered dropouts;

b) If the delay due to sickness, accidents, as certified by district hospitals or due to natural disasters as certified by the District People's Committees or more, they are considered being admitted or their results are reserved in the following school year.

5. Only the Chairman of the Provincial People’s Committee has the authorities to retain admitted candidates, however, he must explain the reasons and legal basis of the decision. Candidates who are retained for have the right to complain to the competent authority under the provisions of the Law on Complaints and Denunciations.

Check profiles of successful candidates

1. During students’ admission procedures, the school should make inspection of submitted records in accordance with Clause 3 of Article 14 of this Regulation.

2. During students ‘course enrollment at the school, the school makes inspection of candidates’ records and test results as prescribed.

The use of information technology and communications in Admissions

The school sent qualified staff specializing in information technology, prepare enough computers and printers, set up e-mail addresses; comply with the software of national high school exam management and the admission software of MOET in terms of structure, process, time limit of enrollment data processing in the following stages:

1. Enter the data from the candidates’ records of registration documents, enter data on the results of the preliminary selection (if any).

2. Print enrollment notice for the successful candidates, which clearly indicates the test results of candidates.

3. Update registration documents and the list of successful candidates in national enrollment data management system.

4. Check and collate information on candidates’ profiles of registration documents with that on the national high school database; those who perform the checking stage must sign a written certification and is responsible for the inspection.

5. Publish the list of successful candidates on the school website or on the website of the Ministry of Education and Training and on the mass media.

ENROLLMENT AT SCHOOLS WITH SPECIFIC ADMISSION:

Requirements for input quality assurance for the specific admission

1. For admission by subject examination method or admission based on a combination of courses in high school, the selection of tests or combinations of subjects for admission shall comply with the provisions in Article 11 of this Regulation.

2. The schools using examination method must comply with the provisions at Point c, Clause 1, Article 3 of this Regulation.

3. The schools using the admission plan based on high school academic results, the average score of each subject in the combination of admission subjects or grade point average (GPA) of admission subjects is not less than 6.0 for the University system and 5.5 for College system (out of 10).

4. The universities and colleges located in the border provinces or in regions of particularly economic and social difficulties, the community colleges training local human resources can recruit candidates with permanent residence for 3 years or more, 3 years of continuous learning and high school graduation in the province by 0.5 point lower than the level specified in provision 3 of this Article. These students must learn additional knowledge one semester prior to formal schooling. The curriculum of additional knowledge is regulated by the Deans.

5. The schools admitting graduates of intermediate level into college level studies must clearly define admission methods to relevant disciplines and criteria of input quality assurance in their autonomy admission proposal.

6. The academic points of admission to the gifted schools of culture and art sector must meet the minimum requirements to complete general education program, which are approved by the Ministry of Culture - Sports - Tourism and the Ministry of Education and Training.

Organizing exams for schools with implementation of an entrance test or a combination of examination and admission

1. Requirements for exam

a) For academic subjects: comply with the provisions in the National High School Regulations;

b) For the aptitude tests and other special tests: comply with the provisions of admission issued by the Dean after consulting the School Science and Training Council and reporting to the Ministry of Education and Training and publicize on the school websites.

2. Organizing exams, examining, and remarking

Following Regulations of admission. The regulation  contents of admission are not contrary to the provisions of national high school test regulation.

Admission of schools with specificity

1. The admission is done according to the self-admission proposal.

2. Priorities comply with the provisions of Article 7 of this Regulation.

3. Time of admission and examination registration is regulated by the Deans in conformity with the method of school training and the high school education schedule of a school year. Enrollment time ending is done according to the schedule of the Ministry of Education and Training.

4. The examination of successful candidates’ records shall comply with the provisions of Article 15 of this Regulation.
