CEREMONY ANNOUNCEMENT OF THE ESTABLISHMENT OF THE TRAINING CENTER FOR MEDICAL MANAGER

On the morning of 19th September 2013, the Hanoi School of Public Health (HSPH) in collaboration with the Department of Organization and Personnel formally organized the ceremony announcement of the Decision on the establishment of the training center for medical manager directly under the school

Attended the announcement ceremony, there were Assoc. Prof. Dr. Nguyen Viet Tien – Deputy Minister of Health, Prof. Dr. Nguyen Cong Khan – Director General of the Department of Science, Technology and Training (Ministry of Health), Prof. Sc. D. Dang Vu Minh – the Chairman of the Vietnam Union of Science and Technology Associations, Prof. Dr. Le Ngoc Trong – former Deputy Minister of Health, the representatives of Ministry of Health’s departments, leaders of provincial medical departments, institutes, hospitals, training institutions, Johnson & Johnson, GIZ (a German international cooperation organization) in Vietnam, and other related departments. On the side of the HSPH, there were Prof. Dr. Le Vu Anh – Dean, Assoc. Prof. Dr. Bui Thi Thu Ha – Deputy Dean, Assoc. Prof. Dr. Phan Van Tuong – Dean of the Faculty of Medical Management, leaders of faculties, subjects and all the school’s staff.

According to the Decision No. 1242/QĐ-BYT on 15th April 2013, the center for medical manager training under the HSPH was founded with the mission to help the Dean to train medical manager and officials under the direction of the Minister of Health as well as to do research, apply management science in health and consulting industry, transfer management techniques to medical institutions.

The center has legal entity, its own seal, own account as prescribed by law, and its headquarters is located at the Hanoi School of Public Health in Hanoi.
According to the Decision by the Ministry of Health, the suggestion of the Party Committee, the Division of Organization and Personnel, the Dean of the HSPH also appointed Assoc. Prof. Dr. Phan Van Tuong as the Director of the Center.

Made a guiding speech at the ceremony, Deputy Minister of Health Assoc. Prof. Dr. Nguyen Viet Tien appreciated the establishment of the center. "In my opinion, there are three elements: method, intelligence and diligence, hard working. Among those, method is the most important factor ... This center will help officials, particularly those involved in the management to improve management methods. That's why I highly appreciated the establishment of the center", he said.

According to the roadmap, in the period of 2015-2017, apart from the branch in the North, the Center will build a branch in the Central with the human resource up to 50, of those are official teachers.
The training and retraining of civil servants and managers are always defined as important works to be done regularly to equip them with knowledge on political theory, knowledge and skills on management (planning, the management of personnel, facility, equipment and finance ...) and other supporting knowledge such as information technology, foreign languages. This aims to develop the managerial staff with good professional, knowledge and skills in management and administration, meeting practical needs in management and improving the effectiveness of medical institution. Particularly, the civil servants and managers training and retraining to meet the needs of the new situation is essential in the socialist-oriented market economy nowadays.

According to the study on assessing the hospital manager’s need of training conducted by the HSPH, there are more than 70% of the hospital's director of clinical or subclinical managers have not been trained in hospital management and the rate of managerial staff of departments (head, deputy head, head nurse) trained in hospital management are very low, at only 27%. With the number of 1,140 including 1,038 public hospitals, 102 private hospitals, if each hospital has an average of 14 departments, the number of managerial staff has not been trained (73%) equivalent to 23,281 officials.
